Future Horizons 2008 Forecast. Malcolm Penn MD At the IFS 2008 Seminar in London, Malcolm Penn of Future Horizons presented an outlook for 2008. An average of 12 forecasting organisations have predicted 8.9% growth for the world wide semiconductor market. However, the high growth areas are in the emerging markets of China, India and Russia.
